COSMETIC: Addition of a new preservative to Annex V

Reg 1858/2019, which modifies the Annex V of the Reg 1223/2009 on cosmetic products, has been published:

the substance Hydroxyethoxyphenyl Butanone (HEPB) (CAS number 569646-79-3), acting as a preservative and skin conditioner, was not included in Annex V as it was considered a potential irritant for eyes.

From the recent CSSC re-evaluations, however, it has been found that the ingredient can be considered safe, even at an ocular level, at a maximum concentration of 0.7%.

Annex V is therefore amended with the addition of the ingredient Hydroxyethoxyphenyl Butanone
