COSMETIC: NEW EVALUATIONS ON TITANIUM DIOXIDE

The Reg 2019/1857 was published which modifies the Annex VI of the Reg 1223/2009 on cosmetic products.

The CSSC has recently assessed the use of nano titanium dioxide coated with:

- silica and cetyl phosphate (up to 16% and 6% respectively),

- aluminum oxide and manganese dioxide (up to 7% and 0.7% respectively),

- aluminum oxide and triethoxyaprilylsilane (up to 3% and 9% respectively).

The use is considered to be safe in cosmetic products intended to be applied to healthy, intact or sunburnt skin, while it is not safe for applications involving possible inhalation.

Furthermore, there is a potential health risk resulting from the ingestion of manganese dioxide, therefore products containing titanium dioxide coated with this substance and intended for use at risk of ingestion should show a specific warning on the label.

The permitted physico-chemical properties of Titanium dioxide (nano) and the substances with which it can be coated are shown in item 27 bis of Annex VI of the Regulation.
