PIC REGULATION: Annexes I and V of Regulation 649/2012 updated

Delegated Regulation (EU) 2019/1701 has been published which modifies the Annexes I and V of the PIC Regulation eliminating and inserting some substances subject to the obligations foreseen in case of export or import outside the EU.

ANNEX I as amended:

• entries of the substances' Alacloro (CAS 15972-60-8), Aldicarb (CAS 116-06-3) and Dichlorvos (CAS 62-73-7);
• the substances Bifentrin and Metam have been suppressed;
• the following substances were added: Acetochlor (CAS: 34256-82-1), Asulam (CAS: 3337-71-1 / 2302-17-2), Chloropicrin (CAS: 76-06-2), Flufenoxuron (CAS: 101463-69-8), Naled (CAS: 300-76-5), Propargite (CAS: 2312-35-8)

ANNEX II has undergone the following changes

• the voice of Diclorvos has been modified (CAS: 62-73-7);
• the substances Alacloro, Aldicarb, Cyanamide and Endosulfan are eliminated;
• the same substances already mentioned in Part I of Annex I have been included and 2-naphthyloxyacetic acid (CAS: 120-23-0), Diphenylamine (CAS: 122-39-4), Propanil (CAS: 709 -98-8).

Part 3 of Annex I has also been updated where the following substances are added: Alacloro (CAS: 15972-60-8), Aldicarb (CAS: 116-06-3), Endosulfan (CAS: 115-29-7) , Changes to Annex V of the PIC Regulation.

Annex V (substances prohibited for export and for use in the EU) Endosulfan has been added (CAS: 115-29-7, EC: 204-079-4 and CN code 2920 30 00).

These changes must apply retroactively from 1 March 2014, ie the date on which Regulation (EU) 649/2012 became applicable.
