The first revision of Annex VIII of the CLP was adopted by the Commission on 29 October and publication in the OJ is scheduled for the end of December 2019.

The postponement of the application date for products intended for the consumer. The date of notification obligation for mixtures intended for the consumer is therefore postponed to January 1, 2021; however, there are no changes to the dates of application of the new notification system for mixtures intended for professional use (January 1, 2021) and industrial use (January 1, 2024).
In the coming weeks, therefore, the legislative process should end. Most likely, the revision will be published in the last days of December. Once published in the European Official Journal, the delegated act will come into force after 20 days and therefore should apply approximately from January 20, 2020.
Since Regulation 2017/542 provides for the notification obligation for consumer mixtures from 1 January 2020, the late entry into force of the amendment leaves "uncovered" 20 days.
At national level, our Authorities ensured that they would discuss with the supervisory bodies to make them aware of the situation and avoid unpleasant inconveniences.
At European level, the matter has been brought to the attention of the Commission and the Authorities And the Industry has received reassurances that the date of application of the new provisions is to be understood as January 1, 2021 despite the delays in the legislative process and therefore of the publication of the amendment.
