CLP: Amendment to Annex VIII CLP

Delegated Regulation 2020/11 has been published (amendment to Annex VIII of the CLP)

The changes reported in this amendment are the following:

the first notification deadline according to Annex VIII for consumer products has been moved from 1 January 2020 to 1 January 2021.
for mixtures for industrial use only, notifiers may opt for a limited transmission as long as quick access to detailed additional information is available
a single transmission for more than one mixture can be provided if all the mixtures in a group have the same classification for health and physical hazards.
Group transmission is allowed even when the difference in the composition of different group blends only concerns perfumes, only if the total concentration of the different perfumes contained in each mixture does not exceed 5%
a new UFI is not required for the mixes of a group transmission containing perfumes, provided that the modification of the composition concerns only these perfumes or the addition of new perfumes
the UFI can be printed or placed on the inner packaging, together with the other elements of the label. If the internal packaging is such, due to its shape or because of its small size, that it is impossible to affix the UFI on it, the UFI can be printed or affixed, together with the other elements of the label, on an external packaging . In the case of unpacked mixtures, the UFI must be indicated in the safety data sheet.
the full commercial names of the mixtures must be communicated.
the pH must be reported, if not present, the reasons must be indicated.

The Delegated Regulation applies from 1 January 2020.
