RUSSIA: those who export to Russia are advised to notify the Russian inventory of existing substances by 1 May 2020

The EAEU (the Eurasian Economic Union) is the economic union of the following states: Belarus, Kazakhstan, Armenia, Kyrgyzstan and Russia.

The EAUE has defined a series of "Technical Regulations" (TR) on many types of products and in particular the TR EAEU 041/2017 which concerns the safety of chemical products which was published in 2017 (but not yet officially approved) and expected to enter into force on June 2, 2021.

Russia has decided to implement the TR '' On Safety of Chemical Products '' which establishes the same obligations as the TR EAEU 041/2017 in which there are basically three procedures:

  • Notification of existing chemical substances to the inventory;
  • Notification of new substances;
  • Registration of substances and mixtures.
  • Russia has decided to start the first of the three processes which will officially end on May 1, 2020. However, after that date, it will still be possible to enter substances, but the procedures will be different and have yet to be disclosed.

WHAT TO NOTIFY AND METHODS:

  • notify all substances (as such or in mixture without any lower limit);
  • notify all substances as the exemptions are not currently clear;
  • the information to be submitted is that in Annex 1 of the "Draft Order on inventory formation" of which some indications are given in the following paragraph;
  • the site to be notified is as follows: https://gisp.gov.ru/;
  • the notification must be made by a Russian legal entity which can also be a nominated representative;
