Regulation (EU) 2017/2228 has been published, which modifies Annex III of Regulation 1223/2009.
Several member states have reported a safety problem related to the use of peanut oil, its extracts and its derivatives in cosmetic products. Concerns are focused on the ability of peanut oil to be sensitizing through the skin in cosmetic products.
It has been set as the maximum value of peanut oil and its derivatives in cosmetic products 0.5 ppm this value is considered as a safe level of oral intake of peanut proteins in sensitized subjects.
Furthermore, several Member States have reported safety problems in relation to cosmetic products containing hydrolyzed wheat proteins. Some cases of contact urticaria caused by these products have been reported
cosmetics, followed by anaphylactic shock after ingestion of foods containing wheat proteins. SCCS has considered the use of hydrolyzed wheat proteins in cosmetic products safe for consumers, provided that the average maximum molecular weight of peptides in the hydrolysates is 3.5 kDa.
As of September 25, 2018, products that do not comply with these Regulations will no longer be accepted.
