COSMETICS: Regulation (EU) 2019/831 amending Annexes II, III, V

The Regulation (EU) 2019/831 has been published in the Official Journal, modifying the Annexes II, III and V of Regulation 1223/2009.

The CLP Regulation presents a harmonized classification for CMR substances, established following an evaluation by ECHA.

The Cosmetics Regulation prohibits the use of CMR substances in cosmetic products, therefore the substances classified as CMR will be introduced until 1 December 2018 in Annex II of Regulation 1223/2009.

As regards some CMR substances for which an application for use was exceptionally presented in cosmetic products, it has not been established that all the conditions referred to in Article 15, paragraph 1 or paragraph 2 are met. It concerns the Quaternium -15, of Chloroacetamide, dichloromethane, formaldehyde, perboric acid and sodium perborates.

This Regulation enters into force on the twentieth day following its publication in the Official Journal of the European Union.
