ECHA will also include the CSR in the completeness check during the registration process.
This allows ECHA to better fulfill its obligation to ensure that all the required elements are included in the registration.
The extension of the completeness check to the chemical safety report should allow a better definition of the priorities of substances for regulatory actions by the authorities, improve the dissemination of information on use and improve the starting point for adequate long communication the supply chain.
The revised completeness check will be launched with the release of a new version of IUCLID in April 2020 and will apply to both new registrations and updates to existing ones. Registrants should therefore prepare for the changes as previously submitted registrations may no longer exceed the revised completeness check rules. Completeness checks of chemical safety reports will begin in October 2020 to help companies experiencing difficulties due to the COVID-19 pandemic.
The IUCLID Validation Assistant will be made available with the April IUCLID version and can be used to detect all incompleteness issues before submitting dossiers to ECHA. Since chemical safety reports are presented as text documents attached to the IUCLID dossier, the information cannot be verified by the validation assistant.
ECHA is also making available the Chesar software, which guides users in carrying out a comprehensive chemical safety assessment. In addition, support material will be available on the ECHA website. For case-specific recommendations, the ECHA contact form should be used.
