Inception Impact Assessment for the revision of the Cosmetics Regulation

On 4 October 2021, the European Commission launched the Inception Impact Assessment for the revision of the Cosmetics Regulation 1223/2009, with the aim of identifying a new legislative proposal to address the challenges hindering the sustainable use of chemicals and to align with the objectives of the CSS (Chemicals Strategy for Sustainability).
The most important aspects of the revision are
-extending the 'generic risk' approach, already applied to CMR chemicals, to endocrine disruptors (EDs), PBT substances and chemicals affecting the immune system, neurological or respiratory systems and chemicals toxic to a specific organ
-ensuring the best use of the Agencies' competences and resources, with the possible allocation of cosmetic ingredient assessments (now carried out by SCCS) to ECHA;
-revise the definition of "nanomaterial" to ensure consistent terminology across European chemicals legislation;
-simplifying and digitising labelling.
The consultation will remain open until 1 November 2021.
