BHT: Restrictions in the UK

On 1 April 2024, The Cosmetic Products (Restriction of Chemical Substances) Regulations 2024 were published in the UK, amending Annex III of the UK Cosmetics Regulations by placing new restrictions on the substance Butylated hydroxytoluene (BHT) – CAS 128-37-0.

The amendment provides the following concentration limits for the ingredient

– up to 0.1% in toothpastes;

– up to 0.001% in mouthwashes and leave-on oral care products;

– up to 0.8% in other leave-on and rinse-off products

The restriction follows the provisions also in the EU with the exception of leave-on oral care products: for this type of formulation, a maximum use of 0.8% is permitted in the EU.
