France: ban on PFAS in cosmetics from 1 January 2026 On 28

On 28 December 2025, France published Decree No. 2025-1376, aimed at preventing the risks arising from exposure to perfluoroalkyl and polyfluoroalkyl substances (PFAS).

The measure introduces a ban on the intentional use of PFAS in several product categories, including cosmetics.

The decree came into force on 1 January 2026. A 12-month transition period is provided for: cosmetics containing intentionally added PFAS and manufactured before that date may be placed on the market or exported until 31 December 2026. At the end of the transitional period, any placing on the market or export of these products will be prohibited.
