New Detergents Regulation

The new Regulation (EU) 2026/405 on detergents and surfactants repeals Regulation (EC) No 648/2004. 648/2004.

Key updates

  • Extension of biodegradability requirements: the requirement will no longer apply exclusively to surfactants, but will also be extended to films, polymer films and other organic substances intentionally added in significant concentrations.
  • Ban on animal testing: a ban on conducting animal tests for the purposes of compliance with the regulation is introduced. Compliance must therefore be demonstrated using validated alternative methods.
  • New information requirements: the procedures for providing information to consumers via physical and digital labels have been defined, including the information required for distance sales and refill systems.
  • Introduction of the Digital Product Passport: the digital product passport is being introduced as a tool to ensure traceability and transparency throughout the supply chain.

 

ADAPTATION PERIODS

Regulation (EC) No 648/2004 shall apply until 22 September 2029.

Detergents and surfactants placed on the market before 23 September 2029 and which comply with Regulation (EC) No 648/2004 may continue to be made available on the market indefinitely.

Detergents and surfactants placed on the market after 22 September 2029 and before 23 September 2030 may remain on the market until 23 September 2030.
