Notification services to the SCIP DATABASE for articles containing SVHC > 0,1%p/p

It's mandatory form January 2021

This regulatory obligation derives from the publication of Directive (EU) 2018/851 which amends the Waste Framework Regulation (WFD - Waste Framework Directive).

Suppliers of items containing one or more SVHC substances will need to provide ECHA with information on the safe use of the items.

This new feature is an extension of the communication obligation along the supply chain according to the art. 33 of the REACH Regulation.

WHAT IS THE AIM?


The SCIP database aims to increase the knowledge of hazardous chemicals in articles and products throughout their whole lifecycle – including at the waste stage.
It also:

  • aims to reduce hazardous substances in waste;

  • encourages substitution of those substances with safer alternatives; and

  • contributes to a better circular economy

 

WHAT IS AN ARTICLE?


An article is an object which during production is given a special shape, surface or design which determines its function to a greater degree than its chemical composition

ACTORS INVOLVED:

  • article producers

  • importers of articles

  • EU distributors of articles and other actors who place articles on the market.

Manufacturers and distributors of items manufactured outside the EU do not have direct obligations under the Waste Framework Directive. However, they should support their EU customers (importers) by providing them with the necessary SVHC information in the articles.

Retailers and other actors who provide articles directly to consumers do not have to submit information to ECHA.
The suppliers of articles will have to communicate the information on the SVHC substances contained in the articles in concentrations> = 0.1% p / p along the supply chain and inform the ECHA by uploading the information on the safe use in the SCIP database.

The information to be provided is:

REQUIRED INFORMATION

  • relevant information to identify the item;

  • name, concentration range and position of the SVHC; is

  • other information on the safe use of the article, in particular, if the above information is not sufficient to guarantee the correct management of the article as waste.

NON-MANDATORY INFORMATION

  • image of the article

  • description of the size of the article

  • disassembly instructions

  • relevant information that allows the secure management of the article.

DEADLINES:

  • 5 January 2021 notification obligation on the SCIP database.
